This issue work permits training package covers the skills and knowledge required to conduct a hazard analysis and issue work permits. It includes the theoretical and practical components to meet the skills and knowledge required to understand the permit to work system, the limitations of permits and how to comply with the requirements of the permit. Permits are also known as clearances by some organisations.
Participants will gain the following skills and knowledge:
- Types and scopes of permit
- Types of tests or inspections
- Hazards and hazard controls
- Preparing for and working under a permit
- Regulatory framework and organisational procedures
This might be done as an independent activity in order to identify hazards and the appropriate hazard controls, or it might be done as part of a broader process, such as identifying and applying for the permits required for a job.
You will also gain an understanding of the permit system, the limitations of each permit, and making decisions regarding the need for and correct use of each permit. This course includes the issue of any and all permits. Permits are called ‘clearances’ by some organisations. This course applies to personnel who are required to issue appropriate permits to work to persons conducting a variety of activities in workplace environments in which hazards exist or specific procedures need to be followed and monitored to protect the safety of personnel and the integrity of plant or process.
Training and assessment is conducted at Site Skills Training facilities. Upon arrangement, training and assessment can be conducted at the premises of industry clients providing there are suitable industry training facilities.

This course is suitable for those who are required to work in accordance with an issued permit, such as maintenance staff or contractors. They may be called ‘permit recipients’ or ‘permit holders’ depending on the organisation, and may work alone or as part of a team.
A basic to moderate English language, literacy and numeracy skill level is required.
All participants are required to wear the following minimum PPE to enter our facilities:
- Fully enclosed shoes (steel-capped boots preferred)
- Long-sleeve shirt with high visibility
- Long work pants
Additional PPE may be required depending on the course requirements.
Upon successful completion of this course, a nationally recognised Statement of Attainment for the following unit of competency will be issued:
